Q: I'm a good [fill-in-the-blank-with-your-class] DPS with 20k. Why haven't I gotten a spot three times in a row?!
A: Because majority of the time, 5 or so DPSers are vying for the 2-3 or less open DPS spot that haven't been filled with core raiders. Bad timing!
Q: Why has [so-and-so who's not geared and does bad DPS] raided?
A: Cause he was online at the right time, as simple as that. When we lacked DPSers, he was online. However, if we had choices, he might not have raided...
So conclusion? Be either a core member (raid all three days almost all the time so you're known as a reliable member) or be online on the days we lack DPS (usually Wednesdays or mid-week).
